You can sign up directly to be an affiliate through the actual poker sites or join at an affiliate group.
If you play poker start with sites you like that way when you write a review then you will have an honest opinion and in depth content which is a bonus.
Major sites are Pokerstars, Full Tilt, Ultimate Bet, Party Poker etc and these will pay you when you refer first time sign ups who deposit money for either a one off payment or a % (usually 25 – 40%) of the rake contributed by the player for life.

You get paid by getting players to sign up at a site. You can get a one time payment, or some sites let you collect a percentage for the life of the players rake. The best ways to promote are through your own website, friends, family, business cards, and flyers. You can make thousands of dollars each month, but it is very hard work. Develop a strategy, and then put your plan in action.
What worked best for me is a website and Real Casino poker chips that are custom printed for free by the site I promote. I pass them out all day long, and get about 5 real players a day signing up. If you need anymore information please let me know.

You sound like you've thought this over quite a bit.
Do you already have some customers (poker players) lined up?
Do you need any special licensing to do the kind of thing you are talking about?
Depending on where you are (geographically) there are some new gambling laws you should be mindful of.

You can make good money doing this but it depends on a number of factors:
1) How many visitors come to your web site? Clearly if your site only gets 10 visitors per day it is unlikely you will sign up that many people.
2) Do you go for volume or quality? Some sites offer the option of life time percentage of the profit a player makes or a one off referral fee (often around $75). If you are on a percentage and land a whale you could get $600 or so per month off that one guy. If you sign up some small time players your commission could be less than $10 a month. I recommend revenue share wherever possible because one strong player can make you thousands of dollars.
3) How good is your site? There are literally thousands of sites out there trying to make money this way. What unique angle are you going to take to make people want to visit your site.
4) How good is your presentation? Even if you make a good site with good traffic, what are you going to do to make people want to click on your links and sign up with an online poker site?
For me personally, I've made the most money from PartyPoker.com. I also like FullTilt and PokerStars. I suggest a well written, well presented site with unique content. You should run ads for several different poker sites because that way if someone is already a member of one, you might persuade them to sign up for a different one. But don't make your site look like a bunch of ads, try to make them subtle or present them as a review, something like that.
If you get a busy quality site and sign up a lot of people there is no reason to think you can't make a few thousand a month.

I am not an immigration lawyer so don’t take my word as final answer.
As a US resident ( which you are since you are living here and paying tax) you are allow to participate any Sweepstakes /lotto/lottery. So wining those is legal and you are subject to appropriate tax.
About eBay/Ad sense/Affiliate Marketing, they are considered as business. You are allowed to invest or start a business in USA. Again you have to follow appropriate laws and regulation. But you are not allow to work anyone (including you own business) but the company filed your H1b for. So you have to hire someone to work for your business or run eBay/ad sense.
I know some people running business (like gas station) but they are still in H1b visa even one has F1 visa. They are hiring other people to work for their business.
Well… running a business is also some types of work even you hire someone to work for you. I am not how those things work but pretty sure there is way to do legally.
If you are planning to do something like this I recommend you to consult a good immigration lawyer.

Just sign up and make an account. Its just the way they have designed their backend system.
The affiliate program wasn't specially designed, so its more something they have made work using their current inter-player account system. I also suspect that they hope you play poker with some of your earnings….
The only thing to note is that you can't use your own affiliate code to sign up. So either sign up via a friend's code or clear your cookies and go to fulltiltpoker.com.
I don't believe you need to make a deposit. You simply need a security verified player account.
